Taking place on the margins of the First International Conference on the Just Transition Away from Fossil Fuels in Santa Marta, this event will explore the links between fossil fuels and militarism and why demilitarisation is essential to a just transition. Military systems are major yet often overlooked drivers of emissions, while absorbing vast public resources that could instead support climate solutions, adaptation, and community resilience.
Bringing together experts, activists, and grassroots perspectives, the discussion will centre feminist and gender-just approaches to security, highlighting how militarism and fossil fuel extraction reinforce inequality and disproportionately impact women and marginalised communities. It will examine the urgent need to shift resources away from military spending toward a fair energy transition, and explore how the Fossil Fuel Treaty can serve not only as a climate framework but as a pathway to peace by addressing the root causes of conflict and enabling a global, just phase-out of fossil fuels.
The event will also feature the launch of a new report by WILPF and the Fossil Fuel Treaty, The Double Dividend: How Reducing Military Spending Can Finance a Just Transition. The Fossil Fuel Treaty as a Tool for Justice and Peace. This event is part of the Global Days of Action on Military Spending.

The First Conference on Transitioning Away from Fossil Fuels hosted by Colombia and the Netherlands is designed as a space for countries, subnational governments and other stakeholders that recognize the need to implement a transition away from fossil fuels in a just, orderly and equitable manner, in line with climate goals and the best available science. The conference will advance international cooperation on transitioning away from fossil fuel extraction — reinforcing the objectives of the Paris Agreement and aligning with the recent Advisory Opinion of the International Court of Justice, which confirmed that States have a legal obligation to protect the climate, including by addressing fossil fuel production, licensing and subsidies.
