Global Article 9 Campaign
What is Article 9?
Article 9 of the Japanese Constitution renounces war as a means of settling international disputes and prohibits the maintenance of armed forces and other war potential.

Japan adopted its war-renouncing constitution following World War II, with Article 9 as a promise to itself and a pledge to the world, particularly neighboring countries that suffered under Japanese invasions and colonial rule, to never repeat its mistakes. As such, it's not only a provision of the Japanese law. It also acts as a regional and international peace mechanism that has served as the foundation for collective security for the entire Asia Pacific region.

Over the years, the Japanese government has made several attempts to amend Article 9 and re-interpret it so as to allow Japan's Self-Defense Forces to participate in international operations. With the election of Abe Shinzo as Japan's Prime Minister in December 2012, the debate over amending Article 9 is back at the top of the political agenda.

Peace Boat's Campaign
In light of the Japanese government's pressure to amend it, Peace Boat together with the Japan Lawyers' International Solidarity Association (JALISA), launched the Global Article 9 Campaign to Abolish War in 2005. The Campaign strives not only to protect Article 9 locally, but also to build an international movement supporting Article 9 as the shared property of the world, calling for a global peace that does not rely on force.

Initially sponsored by a coalition of civil society organizations in Japan, the Campaign has since received support from dozens of groups and thousands of individuals worldwide, including Nobel Laureates and key international figures.

As part of the campaign, the large-scale Global Article 9 Conference took place in Japan in 2008 and two international follow-up events were held in 2009 in Costa Rica and Ecuador. Since then, the Campaign engages in advocacy efforts at the international level, highlighting the global impact of Article 9, notably in the fields of Conflict Prevention, Disarmament for Development, the reduction of military spending, the codification of the Human Right to Peace, as well as the promotion of Peace Constitutions.

Peace Boat serves as the Secretariat of the campaign.
